Oak Grove—17 years in the making

The City Council approval of Oak Grove in November 2007 ended 17 years of public debate about what should happen on this 562-acre property.

1991—562 acres comprising Oak Grove annexed into the City of Pleasanton.

1992— City approves a PUD for Oak Grove (then called Kottinger Hills) for 86 homes and a golf course, which was overturned by less than 150 votes in a 1993 referendum.

1996 — City adopts the current General Plan, Urban Growth Boundary (UGB) and Housing Cap. Most of Oak Grove (87%) is placed within the UGB and designated for future residential development of 98 homes.

2003 — Oak Grove landowner submits proposal for 98 custom lots and a nature preserve.

2004 — City holds Scoping Hearing to launch preparation of an Environmental Impact Report (EIR) for Oak Grove.

2004-06 — Oak Grove proponents lead a two-year public outreach campaign that included: a community survey, focus groups, six informational newsletters, one-on-one meetings with hundreds of Pleasanton residents, First Wednesday booths, this website, private workshops, HOA presentations in Kottinger Ranch and Grey Eagle Estates, and city-facilitated discussions with neighborhood representatives.

2006 — As a result of public input, Oak Grove applicants revise their application to halve the number of custom lots from 98 to 51, create the trails and public access in the park, give the park to the City, and secure conservation easements over the 496-acre public park to preserve it as open space in perpetuity.

2006 — The City publishes a Draft EIR (click here to download) which determines that the revised Oak Grove plan is the environmentally superior alternative. The Planning Commission holds public hearings to receive comments on the DEIR.

2007 — The City publishes the Final EIR (click here to download) on February 9, 2007.

2007 — Oak Grove is reviewed in public hearings and recommended by the Trails Ad Hoc Committee and Parks and Recreation Commission (January 11) and the Housing Commission (January 18). The Planning Commission held five public hearings on Oak Grove (March 28, June 13, June 27, July 12, August 23.) The City Council held two public hearings on Oak Grove (September 4 and October 2). The City Council approved two ordinances at their second reading on November 6, 2007 to move ahead with Oak Grove.
